Mark took on the contact.php modifications, can someone take on the
cities.inc modification?

Should we have a single point-person who is responsible for this file,
instead of shooting requests like this into the deep-dark void of imc-tech
hoping that someone will grab it but all the while everyone in the deep dark
void is thinking that someone else will take care of it. ?
