i'm not sure whether it's just the question of a responsible
person. my case e.g. was that i saw the post from boud, thought 'i
could do that right now', but then wasn't sure whether it's really ok
to do it, as hiding an imc erroneously would be strong stuff. a
possible process could be having a couple of ppl authorized to request
a change of cities.inc (and contact.php) which sign their requests
with gpg/pgp.
