a database of imcs and simple web app to maintain it are complete.

i'm lazy so i still haven't finished data entry...

currently it is on stallman.  if this is a suitable permanent home for it, 
then we need to create a read-only mysql user to access it via internet.

it has about 60 data fields, including even URLs of syndication 
files and everything which is submitted during new imc process.
however, currently i am only putting info from contact.php3 in the 
database.

i will have documentation finished soon..
