[New-imc] DEADLINE PASSED for Tallahassee-Red Hills IMC

hi everyone,

the deadline for the Tallahassee-Red Hills IMC was November 27, last 
Thursday and there were no objections.  they answered all of the 
questions i had and i am assuming that people felt good about those 
responses.

so i'm now moving them to the communication and process lists where
