[New-imc] Fwd: bloomington imc?

hi everyone,

can someone give an update about the bloomington imc?  someone just 
sent me a link to it and said it doesn't have open publishing, aren't 
linked to other imcs, etc.  did we start the process for bloomington? 
i'm catching up on past history since jay is away and can't recall. 
any leads would be great.
