[New-imc] clarifying our process, documenting it and putting it on new imc page

hola,

i think it would be great if we updated this one section on the new 
imc page so that it was clearer how our internal process works and 
what people can do if (1) they haven't  heard from us (2) if a step 
has been inadvertent skipped; (3) if imc tech hasn't responded to 
them with adding them to the imc cities list.

here's what is currently on the site as step #8 to the process:

8.  Your new-imc contact proposes your site to new-imc, if no one 
blocks within 3 days, this is passed to imc-process; if no one blocks 
there within 7 days, you become part of the network and are put on 
the cities.inc list once your web site is ready.

we've got imc communication which is now where we also post these new 
imc announcements.  and there is no mention of sending an email to 
imc tech.....etc.

would someone like to draft this up and we can amend the page?
