[New-imc] clarifying our process, documenting it and putting it on new imc page

AFAIK, there's no need to mail imc-tech anymore, nor to chase up
overworked individuals who handle the contacts.php3 page.


Now the person who was the "contact" in submitting the form at

http://newimc.indymedia.org

should be able to use the password to the contacts database 

http://www.indymedia.org/contact

to update it.  

When the new collective has a running site, they
can email  

dns at lists.indymedia.org   


Maybe we could rewrite step 8.:

8.a. Your new-imc contact proposes your site to new-imc, if no one
blocks within 3 days, this is passed to imc-process, with a copy to
imc-communication.

8.b. If no one blocks on imc-process within 7 days, you become part of
the network.

8.c. Once you have a running website, please email <dns at
lists.indymedia.org> with the IP number of the site and the aliases
you wish to use for the site.

8.d. The person in your collective who was the "contact" in submitting
the form at  http://newimc.indymedia.org  should be able to use the
password to the contacts database  http://www.indymedia.org/contact  to
update it and have your site appear on the cities.inc list.
