[New-imc] INTERNAL NEW IMC APPROVAL FOR IMC CLEVELAND - moving to communication and process lists for final network approval

hi everyone,

there has been on concerns or questions raised about the application 
for cleveland.  they have been waiting patiently for a bit too long 
as we have been shifting some of the load of new applications on to 
different people.  i'm now posting this to the imc-communication and 
process list and we'll have a week to have the broader network check 
out their application.
