[New-imc] imc db in french

thanks to omar from quebec, we now have a french version of the imc
database -- http://www.indymedia.org/contact/?lang=fr

also, folks can now add imc names in spanish and english:
it is at the bottom of the "advanced" entry form.

by the way: to quickly go thru every single IMC one at a time to
review/add/update data, go here:

http://www.indymedia.org/contact/?adv=adv&order=date_modified+asc&limit=1

each time you save, the IMC with the oldest modification date will pop up; 
keep clicking Save and you can go thru all 200 records...
