[New-imc] info on user accounts for imc database

info on providing new-imc applicants/liaisons with access to the imc
database:

there's a list of database users at 
http://www.indymedia.org/contact/user_list.php

regular users are restricted to just one imc.
those with access to all data are called superusers.  

if/when you add new users or edit existing users, you can use the
"restrict to" dropdown menu to associate a user with her/his imc.  if you 
do not define a specific imc, the user will become a superuser.

http://www.indymedia.org/contact/my_imc.php automatically
provides links for a user to edit her/his user and imc info.  This link is
automatically emailed to each applicant with their password.

so hopefully new-imc volunteers and applicants can take care of all the
clerical work on their own -- let me know if there is any trouble/bugs.
