Dear friends,
   Despite the difficulties of decision-making in an Indymedia
collective which is not yet fully functioning and which has suffered
people being distracted into either unproductive behaviour or in a few
cases quite destructive behaviour (personal attacks and newswire
spamming), propositions have made for a "freeze" (formerly called a
"closure", but we now think "freeze" is a more accurate and more
positive word) while people reorganise and go through the indymedia
basics of organising techniques at http://newimc.indymedia.org . This
idea has been hanging around for several months, quite some progress
was made in local organising, with the plan to make an "audit" during
the second last week of June. However, the lack of ability to resolve
one particular editorial conflict, the lack of participation in the
audit, and the lack of resolving longer term key issues (e.g. creating
a clear, consensual, practical editorial policy) made it clear that
the collective has not yet gone through the new-imc process, and
that the continued use of the newswire would only be a distraction
from the basic needs of organising.

So, propositions for the freeze were made, and given the situation, quite a
lot of discussion of these occurred - without any blocks (one implicit
block was made and then withdrawn) - the versions of the proposition
as it evolved and URLs to comments are synthesised here (in French):

The links in the above point to comments on specific changes to the 
newswire and other parts of the site. Most of these will (hopefully)
be implemented locally (and the good news is that at least two city
based IMCs are on the way to being formed - IMC Ile-de-France and
IMC Nice - and there is already IMC Euskal Herria, which so far 
doesn't seem to have made any comments). 

But below are three changes to two files

Chers amis,
   Malgré les difficultés de prise de décision dans un collectif
Indymédia qui ne fonctionne pas encore au plein niveau et qui 
a souffert la distraction des gens vers des comportements peu
productifs ou parfois assez destructifs (attaques personnelles et
le spammage du newswire), des propositions pour un « gel » (antérieurement
appelé une « fermeture », mais nous pensons maintenant que « gel » 
est plus précis et plus positif) pendant que l'on s'organise et 
qu'on fasse les éléments des techniques d'organisation sur 
http://newimc.indymedia.org . Cette idée était dans les parages depuis
plusieurs mois, pas mal de progrès a été fait pour s'organiser
localement, et il a été prévu de faire un bilan pendant l'avant-dernière
semaine de juin. Or, le manque de capacité à résoudre un conflit éditorial
particulier, le peu de participation dans le bilan, et les progrès 
lents dans certains des critères d'appartenance d'un collectif local au
réseau indymédia (ex. la création d'une politique éditoriale claire,
consensuelle et pratique) a laissé aucun doute que le collectif n'avait
pas encore fait tout le processus new-imc, et que l'usage continu du
newswire ne serait qu'une distraction des besoins de s'organiser.

Des propositions pour un gel ont donc été faites, et vu la situation,
pas mal de débats ont été faits - sans blocage (un blocage implicite a
été fait, et a été retiré par la suite) - une synthèse des versions de

Les liens dedans montrent des commentaires sur des changements spécifiques
sur le newswire et sur d'autres parties du site. La plupart seront (on 
l'espère) implémenté localement (et la bonne nouvelle est qu'au moins
deux IMCs basés dans les villes sont en cours - IMC Ile-de-France et
IMC Nice - et IMC Euskal Herria existe déjà, mais ils n'ont rien dit
pour l'instant).
