[New-imc] Proposed new IMC!

i believe we ran into this problem not too long ago
(was it the egypt imc?) where journalists were
interested in starting an imc for almost the same
purpose?

then again, there needs to be more imc's in africa,
but as we saw with egypt, people didn't agree with
journalists running the site. but here we see media
activists in charge and again who would actually be in "charge"
