Alright folks, here are the rest of the documents, please peruse and
respond within one week if you have any dissent:
 SPRINGFIELD IMC STRUCTURE:  It is the goal of the Springfield IMC to
 achieve gender and racial  equality in the Springfield IMC. The
 Springfield IMC commits to outreach  efforts to facilitate this goal.
WORKING GROUPS:
1) Technical,
2) Media Production,
3) Fundraising and
4) Physical  Space/Outreach
(If no spokesperson is available in a working group, any  two working
groups may, in the case of an emergency, combine in the  interim until the
working group determines a new spokesperson). Groups may  divide or new
groups may be established as needs are identified and are  agreed upon by
the spokes council.Definition:
a. Do the work of the IMC
b. Have autonomy to make most decisions over their area of responsibility
c. Bring decisions that affect whole IMC and/or other groups to the 
Spokes Council.
WORKING GROUP MEMBERSHIP:
a. Must be an IMC member.

WORKING GROUP MEETINGS:
a. Must post meeting minutes to the *general Springfield IMC e-mail list 
within three days.b. Must have meetings at a regular time and place, and must post this 
information to the *general Springfield IMC e-mail list

days in advance.SPOKES COUNCIL:  Definition: Main decision-making body of the Springfield
IMC.  a. Coordinates activities between Working Groups and makes decisions
that  impact all Working Groups.
SPOKES COUNCIL MEMBERSHIP:
a. Made up of 1 spokesperson and 1 alternate spokesperson from each 
Working Group.b. Members serve terms of three to twelve months in length, as determined 
by their Working Group.c. Any given member is limited to serving a maximum of 3 years on the 
Spokes Council. Lesser limits may be defined by their Working Groups.d. Temporary spokespeople may be designated by the group as needed, and 
advance knowledge of this designation will be provided as needed.
SPOKES COUNCIL MEETINGS:
a. Must be held at a regular time and agenda posted at least 3 days prior 
on the Imc-Springfield general IMC e-mail list.b. Must be held at least once per month.
c. Must post meeting minutes to the general Springfield IMC e-mail list 
within three days following the meeting.
SPOKES COUNCIL MEETING OPERATION:
a. A Spokes Council Meeting will achieve a working quorum if it includes 
at least 5 members of the IMC, including at least one empowered Spoke from
 each Working Group.b. Meetings are open to the public.
c. All Spokes Council meeting attendees, not just empowered spokes, will 
have equal standing in decision making. All attendees may make proposals 
and may voice concerns.d. All decisions are made by consensus amongst all meeting participants.
e. In the case of a irresolvable block to a particular proposal, after all
 IMC consensus procedures are exhausted, decision making power on that 
proposal will default to the empowered spokes for resolution by consensus.f. If a Spoke is absent for 3 consecutive meetings, the working group will
 be asked to designate a new Spoke.g. If the Spokes Council determines a working group is inactive and unable
 to designate a new Spoke, a temporary Spoke will be appointed by the 
Spokes Council.
SPOKES COUNCIL MEETING COMMUNICATION:
a. Meeting agendas must be posted at the IMC and to the general e-mail 
list at least 3 days prior to a meeting.b. Meeting minutes must be posted at the IMC and to the *general 
Springfield IMC e-mail list no later than three days following the

GENERAL MEMBERSHIP MEETINGS:  Membership:
a. All members of the IMC.
Meetings:
a. Held at least 2 times a year.
b. Organized by the Spokes Council.
c. Must be scheduled and first announced at least 30 days prior to the 
planned meeting.d. IMC Meetings operate by the consensus process.
e. In the case of an irresolvable block to a particular proposal, after 
all IMC consensus procedures are exhausted, decision making power on that 
proposal will default to the empowered spokes for resolution by consensus
LIFE OF THIS DOCUMENT:
a. The terms of this structure will expire in 12 months from the time it 
is enacted. Terms of this document will be subject to annual evaluation 
and approval at a general membership meeting.b. Changes, amendments or the nullification of this document must be 
approved by the IMC general membership.c. Minor operational modifications can be made to this document by the 
spokes council subject to final approval at the next general membership 
meeting.
