[New-imc] Welcoming Springfield(IL) IMC...

The Springfield (IL) IMC has passed the approval deadline of Jul 18th so I
am passing a note onto the tech group requesting that they be contacted
for listing on the cities list and given any aid necessary to get their
open publishing site up and running.
If there is any issue with this, please respond to myself or the new-imc
working group. If i am in error and have missed a post regarding their
acceptance please point me to it, but a far as I have seen there has been
no dissent and i would encourage all IMCs to welcome Springfield warmly
into the fold!
