[New-imc] IMC NICE initial contact

   i don't know if bart will take up the IMC Nice initial proposal
(which doesn't seem to have come through to new-imc yet, only 
imc-process...):

process just by doing it! i'm convinced that the IMC Nice people are
very... nice ;) and would help you learn. This could be a good, "easy"
learning experience compared to other proposed IMCs where there is
either a high security risk and/or difficult internet connections

avons choisi de fonctionner avec la prise de decision par consensus.
Nous avons choisi d\'agir localement sur la rigion Sud Est de la
France, avec nos voisins du Sud (entre autre Italiens). Mais aussi de
participer collectivement avec de futurs collectifs locaux ` la
