[New-imc] rosario imc added to cities.inc and contact bar

Ciao Blicero,
i updated the approved IMCs the other day cause i needed the contact
info to send the invitation letter for the next IRC meeting. It`s in a
twiki page:
http://docs.indymedia.org/twiki/bin/view/Global/approvedIMCs
I`m still using imc-proposals to sent out this invitation, but we get a
LOT of bouncing messages and i`m sure this is not the best way to do it.
So, i accept suggestions ;)
