[New-imc] Welcome Michigan IMC!!

The below info from the Michigan IMC passed through the imc-process list with
no dissent.  Welcome, Michigan IMC!  Thanks for your patience throughout the
new-imc process.  I'm sure great things will come out of the Michingan IMC,
