[New-imc] tbilisi, georgia imc?

I have a good friend who is georgian (the former soviet republic) and lives
in tbilisi, the capital.
I told her about indymedia and this was her reply.  is there someone who
can write and give her advice on starting an imc there?  if there is anyone
who speaks french or russian, otherwise english is ok....
