Everyone,

I personally think if you remove the open publishing part, it's no longer an 
indymedia site. So it should be removed defacto out of the cities list. 
Having an Open Publishing newswire is one of the core parts of the membership 
criteria / Principles of Unity & I don't feel like having imc's in the cities 
list which just remove their OP.

After that they can be allowed back in the cities list if they've gone 
through new-imc process (which seems quite necessary anyway considering all 
what has happened to them).
