[New-imc] (no subject)

Hey all,

So I have been trying to follow everything concerning the formation of the
imc-communications list but I am unsure about whether or not we should be
sending new-imc applications to process, communications or both. I appologize if
this has been clarified already and I missed it, but it just occured to me.
