[New-imc] new imc's and the tech process

Deja, just for the record i was the person who pushed hardest for the new
imc process to be taken out of tech's hands in the first place. I've also
many many times refused to give out cityname.indymedia.org domain names
and listings on the cities list until imc's have gone through the process.

That said, there is nothing that should stop a perspective imc from
getting started on the other parts of the tech setup while they go through
the new-imc process. That is why i wrote the tech emails which explain the
process. Looking at the newimc.indy site it looks like the links for tech
info are WAY out of date, something kellan and i wrote in the summer of
2000. Maybe somebody could fetch the emails out of the new-imc archives
and link to them if they get a chance as part of the redesign of the
newimc.indy site.
