[New-imc] better coordination

one more comment about this:

perhaps we could include this list on the new imc form so that people 
who are getting involved can not only email the new imc list after 
they've sent in their request/information, but also perhaps initially 
email someone from their region who is one of the people helping new 
imcs.

we have something set up for the tech coordinators for various 
regions, perhaps this is another way of making this contact 
information more available for folks up front.
