[New-imc] Online form: Proposed new IMC! (Erie Indy Media)

Hey all
I've been really quiet on this list for a while, being busy with all kinds
of local stuff, but since I'm from Pittsburgh, I'd be willing to help
shepherd these folks into the process. Is that doable? We just went
through it ourselves a few months ago, so I should be able to remember
most of the stuff that needs to be done. Let me know.
