IMC Galiza has responded to my concerns:

especially the most worrying one, about open publishing:

already have comments with indy-spip software, so they should be able to help
with at least one choice of a technical solution.)
i am a bit confused about:

20030401 is in the past! i looked a bit through the archives and
could not find any announcements of public meetings.

Different IMCs have different methods - as long as you have some method
which is clear and easy to find, that should be OK.

i suggest you (IMC Galiza) look up:

There may be useful ideas there that you have not tried yet. The
healthier the consensus decision-making process, the better chance
of being open to people from hierarchical traditions in a way that
they can participate and learn non-hierarchical decision-making.
Anyway, i think IMC Galiza still has plenty of work to do ;), but the
essentials seem to be there. If there are no more concerns by the
deadline, then IMHO they will be ready for proposal to imc-process.
