[New-imc] IMC-Ithaca block of IMC-Rogue

Hi imc-ithaca (and new-imc and the rogue imc list by cc),

This is Jay from the Philly IMC and the new-imc list.  Just checking to 
when you think you'll be able to send along an explanation of your block of 
the Rogue IMC application.  I'm sure the Rogue IMC crowd would love to be 
able to get through this whole mess as soon as possible, so they can 
concentrate on doing good work.
