IFrom Brian to Ithaca list and Process 

Ithaca IMC agreed "Decisions concensed upon must be briefly voted upon, and if there is any dissent, opened for discussion again at the beginning of the next meeting" at our July 28th meeting. <http://docs.indymedia.org/view/Local/ImcIthacaMinutes2002Jul28> Unfortunately this wording (my own) is unclear, what it was intended to, and has in practice meant is that we quickly read the items consensed upon at the last meeting to make sure everything that happened at the last meeting is ok with everyone present at the current meeting (this is clear from looking at the other minutes). 

   Sorry to take up so much space on lists, but since I was the person that proposed the proposal that was consensued on July 28, 2002 I thought I would be the best one to clarify what the proposal was about. In several groups that I have belonged  that made decisions by consensus, a problem came up when meetings were often (once a week in the case of ithaca indymedia) or just simply regularly scheduled over time. It was realized that often an active, interested member would, for very good reasons ,not be able to attend one meeting or the other. It seemed unfair to have consensus occur in just one meeting. So, even though all the people at one meeting might consense on an issue, it did not go into effect till after the next meeting giving everyone who wasnt able to attend a chance to not agree.In the best case it was a friendly acknowledgement that people need to miss meetings sometime. At worst,this prevents a small group of people hurryedly calling a meeting with little notice or at an inconvenient time and then consensing on an issue before the rest of the group even realizes whats happening.Ithaca indymedia only needs three people to make a quorum. The meeting  in which Rogue was blocked was not announced on the list or homepage. Only three people attended. Arc, Arc's housemate Eric, and Neil. All interested parties in Indymedia who have been paying attention to this first time action of a block by a local IMC rather then a person should note only three people partcipated and it was announced globally before the next meeting occured violating  ithaca indymedia's own consensed upon ruling of July 28.
