[New-imc] can an individual block an IMC?

i alreasy explined to me what block means
in another mail
a couple of specification
1st. new imc is an individuals working group that should have the sense of the
network, not a place for zealot to disrupt our work; so individuals can delay a
new imc deadline if with founded reason and wtih the will to carry on
cooperation and find a solution. they cannot if their behaviour has repeteadly
proven to be aimed at only disrupting network building.
2nd. block as a form of dem ocracy escape me. i believe in the block as a form
of "stop and thik and reason together a solution". Block as a form to exercise
power escapes my understanding of the process if not in DIRE cases.
this is NOT the case.
