[New-imc] Online form: Proposed new IMC! (Perth Indymedia)

Hey folks.
Baoud is basically right on this one. Perth IMC did submit an application
a while back (again via me, I note there are two perth applications on the
database, maybe someone can nuke one). As a collective, we decided to hold
back on finishing the process for a bit while we work on some of the
suggestion made by the international process.
The main points made involved.
a) Outreach. We where quite small and needed to diversify membership.
We believe we have since fixed this by coming closer to gender, sexuality
and ethnic parity. This is always going to be a 'work in progress' for any
collective in terms of removing barriers, but we believe we are "kicking
goals" in this respect.
b) Decision making. We where using simple majority at the time, but
realised that this was not necesarrily the 'indy way'. After much inner
negotiation , we have developed a consensus+1 system where blocks on
decision can be made , but are immunised against obstructionism by
requiring a second on a block. This is still negotaible with the global
crew if they are not comfortable.
c) Editorial policy. At the moment we are working on a 'radical speech'
model that reflects free speech while understanding that neo nazi and
related speech is taylored to destroy the self opinions of minorities, and
we are not prepared to perpetuate that. We are about empowering minority
voices and will work in this direction. This is still being negotiated in
the colective.
d) We still had a little work to go in the collective.
We invite any questions about the collective, particularly the consensus
model which we understand to be somewhat a contraversial issue globally to
be discussed somewhat so we can push this 'make shit real' project a
little further for our pumping little collective.
