Indymedia Germany has a policy by which all articles in an open newswire on 
a publicly accessible back page, and only relevant postings are then moved 
by the moderators/editorial team to the newswire on the front page. As far 
as I know that excludes non-news articles or the typical cross-postings 
that appear all over Indymedia from appearing on the startpage. Hate speech 
and other postings are hidden.

Some other sites like Indy Netherlands have everything on the frontpage, 
but non-news are moved to a back page several times daily, by several 
people who check the site regularly. Problematic postings thereby don't 
stay on the front page for more then 2 to 3 hours in general, but it also 
makes the editorial policy more transparent.

I don't think that you have to be to worried about the newswire turning 
into a "circus of hate speech" - especially not if you apply an editorial 
policy of not allowing hate speech etc from begin on. Indivduals will of 
course complain for a while if you move or hide one of their articles, and 
you might get an attack once in a while of somebody copy-pasting the same 
piece several times, but that goes over if you deal with it openly and 
consequent.

Depending on the software you use, there are some "anti-abuse" functions 
that can help you in cases of serious attacks.
