I would say that you might wanna contact the people in madrid.indymedia.org
which have been facing the problems you are considering in your
project. They don´t have anymore the newswire in the front page,
- after a period of continuous disruptive attacks -and i believe
they also have a policy of banning the ips that send non-acceptable
- according to their editorial policy - contributions... eventually
they have implemented a distributed evaluation system that hides
comments when they don´t reach certain levels...
