[New-imc] Questions about Open Publishing

Hi osfa_wewearbuildings,

Madrid's code is based on PhillyIMC's code in which the front page's
open publishing is tempered by a ratings system which lets members of
an open editorial collective.  People who sign up for the collective
can rate stories and give reasons for the ratings if they choose. In
practice in Philly it winds up hiding from the homepage spam & hate
stories and promoting local coverage.
