[New-imc] on imc belgium and so on

I see 2 issues here: One are the apparent problems between indivuals and 
smaller groups, and I don't think that they will be solved by the question 
which IMC is set up. I think this is something for a conflict resolution 
among people.

The second issue is something we might come accross in future in other 
places as well: What is the best way to do if somebody wants to set up and 
IMC where there already is one, especially when local IMCs are set up in 
the region of a bigger (national) IMC.

By default, that will be a challenge for the volunteers of the existing 
bigger IMC, and in this respect the situation and the proposal in Belgium 
could be similar to the developments in the UK where IMC UK is now "split 
up" in smaller local IMCs, and where as a concequence most IMC-UK 
volunteers have now become IMC-London.
I think it would be very helpful to get more details from IMC UK, about 
what they have done and why.

and as a third issue: Personally I don't think that we should end up with 
competing IMCs in the same region, and if we would just approve IMC 
Vlandern while IMC Belgium stays like it is, the region of West-valndern 
would be targeted by 3 competing IMCs, that just can be good.
