[New-imc] IMC uk - texts on our decentralisation

Hello all

In order to help the Belgium IMC sort out their diferences - some 
mentioned that there needs to be more documentation about the other 
attempts at decentralisation. Here is a link to a twiki page that has 
some info - maybe not clear enough to help yet - but i will get some 
of us to work on it (it is a bit mixed up with our move to MIR from 
active which happened at the same time)
