no.
you need to hit also "refresh cities". it will lead you to a page with the cities list. you can check it there if you changes are ok.
at the end of that page, there's a link "click here to print to cities.inc". if you hit that link, the cities list gets refreshed.

you need to do the same with the contact list (that generates the page on http://indymedia.org/contact.php3.
