Hi! Cool reply there. I'm in new-imc and imc-process list. 
I worked in building imc-ambazonia, and I'm involve with imc-Germany too, as well as help in setting up imc-africa list with the hope that it becomes in future imc-africa working group. And also inlvolved in presently preparing the alternative(indymedia) Media africa conference in Senegal next year and the on going tour.

You have already applied which is the begining step. 
Though normally the main step is to get together a group of people interested in being involved with a local indymedia first.
In ambazonia-indymedia I tried to get everyone acquaint themselves with "formal consensus and how it functions in indymedia. For that check:

This was very important becuase all needed to know the difference between indymedia and other media activists groups. And  formal consensus defines the future process that will have to function in the local indymedia.
 
Next I'll advice you to join the following network list to get a feel how the process works in indymedia.

-new imc is the working group that deal with application of new imcs. If you are there, you'll get use to how the application of others are treated:

If you already have people who have internet access and you wish to form a list to use for organising your imc, write and email to new-imc and copy imc-listwork about the need for a mailing list for your forming imc. The list will be set up and the administration link and password sent to you. You can then change the password for security reasons.

But the fastest way to get a newlist is to go to this link below and apply for a list. It will sent a mail to those responsible and they will take contact with you.

You didn't answer my question about you naming your imc as imc-atlas instead of imc-Algeria. To ease sorting out and classification.
