[New-imc] miami mission statement (anyone want to volunteer
to help)

Hi there. This is Bht from Portland and I have been helping Jef and
others with MIA IMC. And Although I dont know the process, The group of
people they have are not ready to be an IMC.
I dont know if this is considered a block or what the formal process is.
WE asked them not to go to new-imc until they did some outreach and
learned the imc codebases. They havent picked one out yet so the site
that they have sent is just a test site.
So I would like to just wait on MIA IMC at least until Jay gets back so
maybe he can walk me through the process and you know we all get something
out of it.
