[New-imc] more on topic imc's

I am working with the RNC people (surprise surprise) and we debating
whether or not we want a topic IMC or for NYC IMC to host everything.  We
will probably opt for the topic IMC.

M2 ffrom portland has emailed global dns list about topic imcs. 
Suggesting either (topic).topicimc.org or (topic).topic.indymedia.org

I would like to have a committment form topic based IMC's to continue and
therefore have the focus be not on a single issue but the larger spectrum,
so for DNC I would reccommend "democraticparty.topic.indymedia.org" the
length is the only problem, but mostly people will be going from links.

For RNC if we decide to do topic based IMC.  We will probably request
"republicanparty.topic.indymedia.org" this would mean that the RNC actions
can just be an action page/archive for a larger topic of the republican
party.

I would really like to see how people feel about this, becuase with each
new happening it seems like people are creating topic imcs whther going
through process or not.
