This sort of confusion happens. By putting clear info when you "advertise"
the lists on the purpose of each list, also on the listinfo pages (if using
mailman), and by reminding people a few times on the list itself, the
culture of a list tends to get established.
Anyway, it's clear that your concept of list openness is fairly
conservative ;) Indymedia style.

Correct. The form at http://newlist.indymedia.org has a box for comments,
you might want to mention that you've made the initial request for a
new IMC to the new-imc working group and are working through the new-imc
process such as the "membership criteria".
