[New-imc] introduction

Hi, I'm one of the resident geeks for a group working on forming a new
IMC in the Southern Oregon,  Northern California area, with most of our
involvment currently in the Rogue Valley.   We're working through a
policy document and hope to have a new imc form submitted within a week
or two.    So I thought I would subscribe before the ball gets rolling.
