Chuck0, I would have to agree with the others that have already spoken
against this.  Issue-based IMCs don't tend to work because there's a
need for people to organize face to face.  This is especially true when
organizing for homeless issues.

If you are truly dedicated to this cause, what I would suggest is using
your resources and outreaching to other cities throughout the world,
prehaps coordinating through existing IMCs, and get a network of people
to represent homeless issues worldwide.  Yes, I realise what I'm
suggesting is nearly impossible, however if you feel you can do it then
I wouldn't let anything here stop you from trying.

I also don't believe, by any stretch of the imagination, that anyone
would block an IMC if you had successfully organized a worldwide IMC on
this issue.  Even if it simply consisted of members of existing IMCs,
like a global working group, who were dedicated to making this happen.

I believe that what you are hearing, as far as the negetive feedback and
voices against such a project, is a strong doubt that such a thing could
be done.  What I believe many of us feel is that this would end up being
a project oriented almost exclusivly in one or two cities, or even just
the US, and thus not represent the issue as a whole.  At the same time,
IMC's worldwide do a pretty good job at representing their own issues.

I have an alternative proposal, however, that I think is both realistic
and would solve the problems that have been raised:

As an alternative to "Issue IMCs", have alternative pages on global for
different issues.  No publishing, just a center column for homeless
issue features from different local IMCs (similar to how the global
features newswire works) and a newswire consisting of all the local
newswire stories under those catagories.  To publish, people are
directed to go to their local IMC and publish marking it as being on
that topic.. depending on the codebase, some IMCs could allow one
article to be marked as being for several different topics, etc.
