Thanks for not taking offense--rubber stamp was an unfair analogy.  And
yep, I imagine (though gleefully have no first-hand experience in it)
that sheparding in new imc's is a fair amount of work and effort.  

And yes, that was meant as my point: that the new-imc working group
isn't mandated to change basic policy of what an imc is, which this
proposal would involve.
