I incorporated the concern that this is a "ban" into the duration - if
chuck apologises and promises to stop with the personal attacks, she
would be returned to normal subscriber status.

I don't feel that it was boud's intention to "ban" anyone, however,
chuck was asked to apologise (I feel it was right to ask), nor has
agreed to make no further attacks, nor has changed her attitude.  If
someone, anyone, cannot or will not moderate themselves I believe that
it must become the list moderator's job to do so for them.

The New-IMC list is the first place alot of people start out within the
IMC network.  If their first experience with Indymedia is reading
personal attacks going back and forth, cussing at eachother, etc what
kind of tone will that have for their experience within the network?
Many people would simply walk away at that point, others would adapt to
it.  I have to wonder how my relationship with others on the network
would be better if someone had stepped in and stopped the fighting
between myself and others when I first got involved.

Seriously, let's learn from our mistakes and not repeat them.  
The cycle has to stop, and this is as good a place to do so than any!

DURATION: This will only apply for six months (i.e.  from 8 Jan 2003
to 8 July 2003 if it is passed without a block on 8 Jan 2003) or until
chuck apologises and promises to not make further personal attacks.

could discuss and start the first steps for her project
(4) she has trivialised a major group of homeless people

discussion based on her initial request for a housing IMC,
