Generally we propose on new-imc first with a 3-day deadline,
and then once that has got through, we propose on imc-process and
imc-communication (i don't know if we have consensus on which list
discussion should happen) with a 7-day deadline, but we only write
"welcome" in the Subject: once the 7-day deadline has passed.
Some people with more patience (more patience than me, anyway ;) are
capable of suspending a deadline and waiting longer for the new IMC to
send in more information or documents.
We usually use Subject with keywords like
IMC Lancaster new-imc internal DEADLINE dd month year time GMT
and capitals, even thought this violates netiquette, because it's
easier to find on the archives. There's some variation in the
precise style of the Subject: headers. The point is that it should be
clear and easy to find.

Also, apparently it is possible to have these referenced on
http://lists.indymedia.org even though they are external lists.
