That's quite the shock to me, atleast.  We (IMC-Ithaca) have fairly
regular contact with most of the activist groups in Binghamton (which is
less than an hour's drive from Ithaca), not to mention having
involvement with alternative media groups that operate in Binghamton,
and this is the first I personally have heard of this group.  

Looking at their info page, it looks like two men are operating the site
along with a remote technician (one of the Dada guys).  I would not say
that they, at this point, are anywhere near the size or established
state to be an IMC, and the DNS for binghamton.indymedia.org should be
shut down until they've completed the new-imc process.  

Because of our proximity it should be possible for us to communicate
face to face with activists wishing to start an IMC-Binghamton and help
them with what we've learned over the past year with IMC-Ithaca.
