[New-imc] Proposed new IMC Vlaandern and other Belgium IMCs

Hoi,

I am not sure about the regions and language borders in Belgium, but I am 
wondering whether Vlaandern overlaps with IMC West-Vlaandern.

On a more general level: I think there were several new IMC proposed for 
the region of Belgium: Is IMC Belgium splitting up, or will the same 
regions now have a local and a national IMC? How are the relations between 
them?
