yes it does.
West-Vlaanderen is the western part/province of Vlaanderen.

it's a complex situation.
Imc Belgium has various problems, they're working at least on some of them.
Wvl has problems too.
The other 2 are just starting up so we don't know anything on it. don't know if they'll succeed or not.

I know that's a very short explanation.
