This is just the opinion of one volunteer from new-imc. It is
not a formally consensed on opinion of the new-imc working group,
though i believe it does express past consensus on similar issues.

To me, it looks like you are correct that:
(1) mexico.indymedia.org has not published central column
features since Sep 2002
(2) There has been no discussion on
http://lists.indymedia.org/mailman/public/imc-mexico/
for 12 months
IMHO, probably the first thing is to try to contact the present
group managing the site - with copies to a publicly archived list.
Why not use imc-mexico?
**If there is no response**
after a reasonable delay, or if it is clear that only one person is
running the site, then you follow "the Prague precedent":
- use the imc-mexico mailing list to start organising a collective,
and show that you've at least got some chance of creating a real
collective
- non-controversial: ask for a few people from the new group to
become additional imc-mexico mailing list administrators
- more sensitive: fill out the form at the bottom of
http://newimc.indymedia.org , mentioning that this is a new collective,
and showing that there is local consensus to change the status from
'accepted' to 'requested'.
- Then, ask for the site password to be transferred to
two or three people in the new group - you then use your password
to the contact datebase

to shift mexico from "accepted" status to "requested" status - and
the new collective goes through the full new IMC process:

So although the website would function, it would remain off the left-hand
column until the new collective has got through the organising process.
**If there *is* a response**
but no local consensus, then the network is unlikely to act. The
geographically closer IMCs (Chiapas, Sonora, Tijuana, ...?) who can
better judge or apply conflict resolution techniques would have to
find a consensus solution aomng local activists. Maybe create a list
imc-latina-resolucion
and carefully read and learn from
