[New-imc] CAIRO IMC (urgent)

I don't support the approval of the cairo imc!!!

Look we can setup a site for them and we can give them cairo.indymedia.org
but under no cirmstances should we throw away our network principles
because they take too long.

We have done this in the past, we help them get a site but DON"T include
them in the cities list or consider them an indymedia center until htey
have finished the new imc process.

My recollection, was that there were problems with teh first cairo
application. Mainly that there were no Egyptians involved in the
organization. Maybe they have solved this maybe this is a different group,
i don't know.

So i support them getting a site, but let's still have them do the new imc
process. I'm trying to find out if mir or sfactive has better arabic
support. The problem is sfactive has better support but their techies are
all in the streets doing direct action. If they don't want to publish in
arabic it brings up questions about whether or not they are egyptians or
international academics.

Looks like we'll need them to translate some files before it can come
online.
