i agree, except for the name.  

Helping them get a site running would be great, but i don't see any
reason to give them cairo.indymedia.org rather than, say,

cairo-tmp.indymedia.org 

or

cairo-test.indymedia.org

or something like this, which would make it more difficult for 
people to ignore the fact that it is not yet a full indy site. This
might help avoid the confusion that sometimes happens with
zimbabwe.indymedia.org - if it were  zimbabwe-tmp.indymedia.org it
would be more obvious that it's only requested and not yet fully
in the network.

The only argument against this is that it's long, but compared to, say,

cairodada.bandwidthcoop.org

i think cairo-tmp.indymedia.org should be easy enough to remember.

(scott at bandwidthcoop.org) and spud who does dada seem to have
i18n reasonably functional - IMC Japan (coming soon... watch this
space :) has a site at bandwidthcoop functioning OK, where the
Japanese is written on the web page in html coding. 

i suggest contacting scott & spud (don't know spud's email).

i browsed 
http://lists.indymedia.org/mailman/public/imc-beirut/
but i don't see any hints of where their web site is (they're approved,
of course!). 

It would make sense to work together on this - my guess is Beirut will
use Mir because of the European connections... but i'm only guessing.

And i guess IMC Palestine uses sfactive?
