[New-imc] CAIRO IMC (urgent)

hi everyone,

i'm weighing in on this decision.  it's been a good discussion about 
the issues faced with putting up a temporary site.  however, given 
how things are going globally, it seems a good decision to help put 
up a temporary site and make that distinction.

i agree with jay and evan on this point and maybe cairo-imc is a good 
compromise for a transition.  but maybe developing some kind of 
internal protocol like boud was suggesting is a better way of going.

i also agree it's a risk worth taking if others are supportive.  it 
does seem like they are much further along than when some folks were 
requesting an imc there some time back.  that is a good sign.

is someone working with this collective closely?

where would they be linked from?

could we just support them as an open publishing site - like an ally 
site?  and we link from a section we create called allies?
